Two things come to mind as paramount - confirmation that you can rent without issue (may need association approval) and assurance that the numbers work. In other words, take the emotion out of the equation and approach it very much like any good business decision - run those numbers, if you have a positive cash flow, great! -- if not, move on.

Yes, most definitely ask for soil testing. I'd be a bit surprised if a certification from the removal company could be viewed as complete without it. Frankly, the biggest nightmare would be the soil issue if there is one - so by all means keep this on the seller side of the equation to resolve.

Work through an agent so that you have access to rentals that are actively listed on the MLS. In my area here in NJ rentals are moving very fast so you want to have your finger on the pulse. As with properties listed for sale, your agent should be ablet to set you up for automatic updates of new listings -- that way you are alerted of new listings and can act quickly.

Yes. I agree that the form it will likely take is to build it into your purchase price so that you can essentially finance that portion of the closing costs. The seller recognizes that his proceeds are net of the concession. The one wrinkle can be that it can stress the appraisal because the bank will be looking for an appraisal to support the gross price.
